Better and safer data flows for aviation

On April 17, 2018, in Brussels, Mr. Kliment Chepunjoski – Member of the Management Board of M-NAV and CNS Executive Director, together with forty-one industry partners attended the launching of a new contract between Eurocontrol mandated by M-NAV to sign a contract with British Telecom for the provision and management of safe and resilient New Pa-European Network Service (NewPENS). This network features safe and cost-efficient transfer of business-critical data. The NewPENS is the successor to PENS which was launched in 2009, but the new one offers the following advantages: wider range of stakeholders, increased flexibility and safety levels as well as other beneficial developments. Mr. Eamonn Brennan, Director General of Eurocontrol, noted that with the air traffic on rise, NewPENS will provide solid support to European aviation, securing cross-border connections and underpinning safety-critical applications.
Currently, there are approximately 100 sites to the more than 30 current PENS users as well as Eurocontrol will gradually be transferred in clusters to NewPENS between Ocotober 2018 and November 2019, the date on which the current PENS will expire.

For the purpose of exchanging experiences and enhancing the mutual cooperation, a delegation from M-NAV GOJSC led by Mr. Nikolche Taseski, President of Management Board of M-NAV and ANS Executive Director and by Mr. Kliment Chepunjoski, member of Management Board of M-NAV GOJSC and Executive Director of CNS held a successful bilateral meeting with Mr. Predrag Jovanovikj, SMATSA General Director on April 02, 2018 in SMATSA(Serbia and Montenegro Air Traffic Services SMATSA LLC)– Belgrade. At the meeting SMATSA Directors (ATM Director, ATS Director, IT/Security Director, CNS Director, HUM Director) were also present.
The sides also talked over the opportunity for implementing STAM measures, cross-border DCT, as well as the procedures in adverse meteorological conditions.
Functionalities and benefits of employees monthly shift scheduling software used by SMATSA and the software for operational briefing were also presented, as well as the benefits of working interim were elaborated.
Additionally, technical issues related to exchange of radar data were considered, as well as the particular possibilities for improving and promoting the communication links in respect of following the European trends for data exchange.

Mr. Dimitar Tashkovski – Professor Phd and Dean of the Faculty of Electrical Engineering and Information Technologies, Mr. Nikolche Taseski – President of Management Board of M-NAV and ANS Executive Director and Mr. Kliment Chepunjoski – Member of Management Board of M-NAV and CNS Executive Director signed a Memorandum of Cooperation that regulates the mutual cooperation in a wide range of areas, emphasising both the developmentаl- researching and applicative projects, consultancy services, educational activities, mutual support, scholarship to students at final years and postgraduates, as well as many other common activities.
„Signing the Memorandum of Cooperation, for us, as an institution for higher education, means allocation of scientific-professional, professional, material-technical and spatial conditions in direction of promoting the educational, scientific and applicative activities in the area of electrical engineering and information technologies. We expand the list of organizations with which we cooperate and we enable our students to be practically educated and included in the delivery of various scientific and applicative projects, but we also enable them to gain scholarships for completing their studies” , it was stated by Mr. Tashkovski, the Professor Phd and Dean of the Faculty of Electrical Engineering and Information Technologies within “Ss Cyril and Methodius” University, Skopje.
For Mr. Taseski, the President of Management Board of M-NAV this represents a start of establishing a cooperation with one of the most reputable Faculties in Macedonia that need practical support.
“As Joint-Stock Company, we fully support the activities of the Faculty of Electrical Engineering and Information Technologies in direction of providing continuous education of engineering and technical personnel, we will provide material and professional support, we will organize various seminars, lectures and jubilees”, Mr. Taseski said.
For first time since Macedonia has become independent, we have an opportunity to create staff for the needs of aviation industry, Mr. Chepunjoski said.
“ICAO Recommendations and European regulations impose continuous trainings and refresher trainings for aeronautical-technical personnel whose responsibility is maintaining, servicing and monitoring of the units and the systems used by the aircrafts. Aeronautical-technical personnel is the one that provides various services in conditions when the technologies are continuously upgraded and the units and systems that are to provide safe air traffic are more and more used. In order to meet this exceptionally significant responsibility, the aeronautical-technical personnel requires appropriate training that would be provided in cooperation with the Faculty of Electrical Engineering and Information Technologies. By using its own resources, M-NAV has organised internal trainings for the said personnel up to now. Signing the Memorandum of Cooperation enables upgrade of the trainings, this could be achieved by inclusion of the Professors from the Faculty of Electrical Engineering and Information Technologies in refresher trainings. As far as the subjects for which there is lack of appropriate professional staff are concerned, they will be provided through their specialization in European aeronautical centers. This will enable using the local scientific base, decrease of the costs with simultaneous improvement of the quality of the training process”, Chepunjoski said.

Being socially responsible and accountable at work, wishing and believing that sport and recreation are important part for the Employees, this year the Employees from “M-NAV” i.e. 4 ski teams (in total 12 contestants) participated in the 16th amateur Humanitarian Giant Slalom held on the ski slopes of Mavrovo in the period from February, 16, 2018 to February, 18, 2018.

The financial assets collected from the participation fees (EUR10000) from 50 teams of Republic of Macedonia were intended for the Association for Human-social Development “Proekt Srekja”, an organization that represents the rights and the interests of the children from socially most vulnerable families.

According to the statement given by the Representative of the Association, Mrs. Kristina Arnaudova (a famous Macedonian singer), the collected funds will be used for organising a summer camp for 120 children from the poorest families in the country.
We are happy for them!

This year, the contestants from M-NAV participated in all categories, the category of men and of women, youth and seniors and they achieved great results in the races, but the following final races should be emphasised: Sasho Bojchin (4th place in Seniors) and Filip Milkov (7th place in Youth).

Yesterday, (February 21, 2018), in Brussels, the President of Management Board of “M-NAV” and Executive Director of ANS, Mr. Nikolche Taseski together with the Member of the Management Board of “M-NAV” and Executive Director of CNS, Mr. Kliment Chepunjoski realised working meeting with the Eurocontrol Director General, Mr. Eamonn Brennan, also the Head of the Office of the DG of Eurocontrol, Mr. Donal Handley attended the working meeting.

During the meeting, the opportunity of signing a new Service Level Agreement between M-NAV and Eurocontrol was discussed, this will of great benefit for M-NAV taking into consideration that it aims at obtaining Expert assistance from Eurocontrol in regard to preparing procedures for CPDLC/Data Link, also this will enable transfer from Hourly Entry Count to Occupancy Count and Surveillance modernization and rationalization with using ADS-B and Wide Area Multilateration.

The support to harmonization of regional FRA, including the Airspace over Kosovo was also discussed during the meeting. DG of Eurocontrol, Mr. Eamonn Brennan also supported the commencement of all activities regarding the new agreement, in view of the new agreement a representative from Eurocontrol will arrive in Macedonia and in a period of one month at the latest the agreement will be finalised at a re-meeting between the Managers of M-NAV and the DG of Eurocontrol.

During the stay in Brussels, at the margins of CANSO-Civil Air Navigation Services, the Managers of M-NAV met with the Chief Executive Officer of CANSO, Mr. Simon Hocquard , at the meeting the manager for European ATM Coordination and Safety, Mr. Eduardo Garcia Gonzales was also present. During this meeting, the benefits of possible membership of M-NAV in the above-mentioned organization were discussed. Also, it was concluded the possibility of accessing to be considered, this will ensure enhancement of the political position of M-NAV to the global and regional level and harmonization of the further activities.

For the first time after the Republic of Macedonia obtained status as observer to DANUBE FAB on April in the year of 2016, a Delegation from Macedonian Air Navigation Services Provider, М-NAV GOJSC consisted of the following members, Ms. Irena Kalichanin – Head of ATCO Training Center and Mrs. Dejan Zarapchiev – Charging Advisor and led by Mr. Nikolce Taseski  – the President of the Management Board of “M-NAV” and ANS Executive Director along with Mrs. Svetlana Gligorovska – Representative from the Ministry of Transport and Communications of Republic of Macedonia attended InterFAB Performance Workshop hosted by Danube FAB, it was held in Sofia on January 31, 2018 and February 01, 2018.
The ATM network performance and the evolution of the performance and charging scheme in RP3 were core issues that were discussed.
The event is a platform for sharing best practices and discussing issues that are of interest for FABs regarding the upcoming changes to the Performance and Charging Regulations for RP 3.  During the workshop, the subject of volatility in Air Traffic and its impact on ATM Performance was recognized as important one.
Representatives of FABCE, FABEC, Baltic FAB and BLUE MED FAB were present at the workshop.
