Safety

Air transportation is the safest way to travel, because it has the lowest number of accidents per passenger kilometre. This is not to say that errors do not occur in air traffic.  However, occurrences are systematically recorded classified and analysed to prevent similar events from happening in the future. Safety is top priority at M-NAV.

Passengers boarding an aircraft have no cause for concern. It is largely at the discretion of a car driver to decide whether to drive quickly or slowly, whether to tailgate or leave enough space between his car and the car in front. Air traffic, however, is another story. All flights are under instrument flight rules are controlled by air traffic controllers, avionics and international rules.

Every potentially dangerous situation is recorded and analysed. It is the task of the safety management system of M-NAV. Some of them are analysed by Civil Aviation Agency and investigation committee.

The Safety Management includes three major components:

Reactive

M-NAV has a legal and moral obligation to respond by taking remedial actions when identifying deficiencies that affect the services it provides. Through Reporting System as well as through sound occurrence investigation process and procedures, implementation of any necessary corrective actions is enabled.

Successful functioning of the Reporting and Investigation System may be achieved by implementing the principles of Just culture. The Management Board commits to ensuring through arbitration when required that this Just Culture becomes a reality in “M-NAV”. The Management Board encourages the employees to report the safety occurrences.

Proactive

Safety surveys and safety performance monitoring will enable the identification of hazards prior to causing negative effect, as well as adequate and timely measures on safety improvement will be identified and implemented. Most preferred component is Safety Management proactive component, and the SMS is designed in a way to emphasize more on addressing and preventing safety risks before they occur than to responding to them after they occur. Safety Management System describes the recommendations addressing the proactive and corrective activities, having an aim to mitigate the risks and to prevent their recurrence.

Predictive

New system elements or their changes will be subject of safety assessment prior to their implementation. Safety arguments and safety cases will represent a basis for decision making, i.e. whether, when and how to implement them or not to implement them. Whenever practicable, quantitative safety targets for the ATM functional systems will be derived.

Compliance

A tracking function of compliance has been established in accordance with the requirements of the Regulation (ЕU) 2017/373.

The function enables responsive and systematic monitoring of compliance with applicable national and international regulations, standards and guidelines. Compliance monitoring also includes the monitoring of new applicable regulations according to the areas of application (services, functions, processes) as well as the system of feedback to the Management Board of  „M-NAV“GOJSC  .- Skopje.

Information about the compliance process is made through the e-mail address: compliance@mnavigation.mk, which was created to distribute applicable regulatory requirements and submit questions related to the manner of implementation and interpretation of regulations.

The address is also used to inform about changes in the applicable regulations that are under the responsibility of the responsible persons or the users, including reports of potential non-conformities and complaints from employees and users. Compliance is continuously maintained through monitoring of news, information, counseling and management of non-compliance reports of the company.

Civil Aviation Agency is Regulator. It is body who oversights and certificates the M-NAV. There is continuous inspection and certification process to assess that the M-NAV meets all safety standards. KINSIV is the independent aircraft accident and incident investigator.
